2. Computerisation
|
Commercial Activities through Online Software w.e.f. April 1, 2006
Collection of funds, sale of liquor and stock position at depots is real time.
Manufacturers / suppliers have access to RSBCL software for viewing information
pertaining to them
— Initially, there were three different Independent Softwares for Excise Department,
RSBCL & RSGSM
— In 2009-10, it was envisaged to have a single Integrated Online Software for these
three organizations.
— Therefore, Integrated Excise Management System (IEMS) was launched
— Data Center was setup at Excise HQ, Udaipur.
— Users of the IEMS:
◦ Excise Department, RSGSM & RSBCL
◦ Distilleries, Breweries, Bottling plants, RCs of RSGSM
◦ Suppliers
◦ Retail Licensees
◦ Auditors — The IEMS has provisions of sending email and SMS.
— The IEMS has been integrated with Banks for receiving:
◦ online payments through Internet Banking
◦ online details of funds deposited by licensees
◦ online details of NEFT / RTGS payment made by licensees in PNB a/c
◦ The Complete IT Project has been outsourced
◦ Management & Maintenance of the Complete Project for 5 Yrs.
◦ Present Service Provider will handle the Project till 30/06/17.
◦ Total Project Cost is Rs. 8.21 Crores
◦ Sharing of Funds for Shared Infrastructure:
— RSBCL - 80%
— RSGSM - 20%
◦ Other costs like manpower, hardware etc. are born individually by respective Organizations.

3. Transparency
|
Manufacturers/suppliers can view information such as issuance of supply orders,
receipt of material at depots, sale of brands, proposed payment etc. pertaining
to them on RSBCL online software.
Retailers get their ledger of transactions on monthly basis for their reconciliation
purpose.
Excise Department and Excise Enforcement Policy have also been given access to RSBCL
software for their purpose.

4. Others
|
Most of the funds collection from retailers is being done through CBS banks.
Banks provide detail of collection of funds in all branches all over the state on
next working day as softcopy in the format required by RSBCL which is immediately
uploaded on RSBCL software for reconciliation at depot level. It has enabled RSBCL
to reconcile bank transactions on next working day.
