What is Excise Act means ?
The Excise Act means the Rajasthan Excise Act, 1950 (Rajasthan Act II).

What is Liquor?
Liquor means intoxicating Liquor and includes Spirits, Liquor, Tari, Pachawar, Beer and all liquid consisting of, or containing alcohol, as also any substance which the State Government may from time to time by notification in the official gazette declare to be Liquor for the purposes of Rajasthan Excise Act.

What is Beer?
Beer includes ale, stout, porter and all other fermented Liquors made from malt.

What is IMFL?
IMFL means foreign Liquor made in India i.e. Indian Made Foreign Liquor.

What is a B.L.?
BL means Bulk Litre, a litre with reference to the bulk or quantity of the contents equivalent to 0.219 gallons

What is LPL ?
Litre; a liter containing Liquor of strength of London Proof

What is Export ?
Export means to take out of those parts of the State of Rajasthan to which the Rajasthan Excise Act, 1950 extends.

What is Hotel ?
Hotel means all Tourist Bungalows and hotels run by the Department of Tourism and Hotel corporation of State Government and the Government of India including Hotel recognized by the Government of India as Heritage Hotels and shall also include any other hotel )with at least 20 bedrooms which is adjudged to be of at least two star category by the Department of Tourism, Government of India or any other authority .authorized specially for this purpose by the Government of India.

What is Club ?
Club means a duly registered association of persons for social and recreational purposes or for the promotion of some common object on joint expenses.

What is 'exclusive privilege system' or 'guarantee system'?
Under the 'exclusive privilege system' adopted by the Excise Department, the State is divided into specific geographical areas (groups). Contracts are awarded for each group giving the licensee -contractor exclusive right to trade in Liquor in the specified area.

What is exclusive privilege amount ?
The amount charged by the Department for this exclusive right is called the exclusive privilege amount (EPA).


How does 'exclusive privilege system' work?
Each such geographical area (group) carries a certain amount indicative of the revenue potential of the area. (revenue potential, in turn, is determined by the levels of consumption of Liquor) This amount forms the reserve price (RP) for the area or group. It is the base price for inviting competitive bids from Liquor contractors.

Once the bids are decided in favor of the highest bidder, the amount at which the contract is granted is the obtained price and comes to be known as the 'exclusive privilege amount' (EPA) or guarantee amount.

What is guarantee amount ?
The guarantee amount is the amount that the contractor assures to pay to the Department through payment of excise duty on the Liquor lifted / purchased by him for sale.

What is L.F. in terms of Bhang / LPH ?
Separate groups of LPH and bhang are formed on the same pattern as that of Liquor groups. The reserve price of each group (separately for LPH wholesale, LPH retail and bhang retail) is based on the revenue potential of the group in terms of the number of registered consumers of LPH as also on the basis of previous year's obtained price.

Competitive bids are invited for each of the LPH / bhang group and licenses are' granted in favor of the highest bidder. The obtained price comes to be known as the annual license fee. This amount is in fact the sitting cost for the licensee which permits him to procure LPH and bhang and trade in the same.


What is LPH ?
The capsule of the opium poppy left after being lanced and removal of liquid opium is called lanced poppy head (LPH).

What is LPH Wholesale ?
The wholesale LPH licensee procures LPH directly from the farmers at mutually agreed to rates and stores it in non-duty paid bonded warehouses. Duty is paid by the wholesale licensee when LPH is transferred to wholesale godown of the wholesale licensee who alone can have a bonded warehouse.

Who can use LPH ?
Since LPH is a restricted commodity, it can be sold by licensed retailers only to those consumers who have consumption permits issued by the Department under NDPS Rules. These permits are issued on recommendations of a Committee constituted by Government comprising a nominee of the Collector, medical officer of the area, concerned District, Excise Officer and a public representative.

What meant by 'Dry Day' and which are these ?
Dry day means the day on which sale of Liquor is prohibited in the whole state , however consumption of Liquor is not prohibited.

How much Liquor quantity one can posses ?
A person can posses maximum number of following quantity :
  1. Country Liquor : 3 Bulk Liters
  2. IMFL : 9 Bulk Liters
  3. Imported Foreign Liquor : 9 Bulk Liters
  4. Beer : 15 Bulk Liters
  5. Wine : 12 Bulk Liters


What is 'LONDON PROOF LITRE' or 'PROOF LITRE'?
Strength of alcohol is measured in terms of 'Degree Proof'. Strength of such alcohol 13 parts of which weigh exactly equal to 12 parts of water at 51 Degree F. is assigned 100 Degree proof. Apparent volume of a given sample of alcohol when converted into volume of alcohol having strength 100 Degree is called LPL or PL.

What are OP and UP?
OP means 'Over Proof'. For example, alcohol having strength of 165 Degree proof is commonly referred to as having strength 65 Degree Proof.

UP refers to 'Under Proof'. For example, 60 Degree Proof can be denoted as 40 UP.

What is Occasional License?
Licenses can be granted for occasional sale or possession (beyond the permissible limits) of IMFL or beer on occasions like marriage, birthday, new years eve etc. There are 2 categories of such licenses:

- License for consumption, for which license fee is Rs. 1000=00 per day.
- License for sale, for which license fee is Rs. 5000=00 per day.


Such license can be obtained from District Excise Officer Concerned.
